Conference Program

A comprehensive and stimulating Conference Program is currently being developed to cover a wide range of topics relevant to the Project Management industry. Entertaining Keynote speakers and interactive poster presentations will be mixed with memorable social occasions to showcase the magnificent city of Canberra. The Conference will present four main streams focusing on the Conference theme of 'Keeping the promise through people, projects and performance'.

Andrew Lock

Andrew Lock is Australia's most accomplished high altitude mountain climber and widely recognised as one of Australia's most competent Mountain Climbing and Remote Area expedition Guides. His expertise as an international expedition leader and logistician to destinations around the world is highly sought after, with a resume that includes leading successful expeditions to Heard Island, Antarctica, Central Asia, South America, Mt Everest's summit and remote areas of nearly every continent on earth.

As the most accomplished Australian high altitude mountain climber in history, Andrew is close to realising his 14 year dream to be the first Australian to summit all fourteen of the world’s 8000 metre mountains – the highest peaks on earth.  So far his achievements encompass 16 summits of 8000 metre peaks, including Mt Everest (twice) and eleven other of the world's fourteen 8000 metre peaks, more than twice that of any other Australian, placing him in a select group of the world's best alpinists. Along the way, Andrew accomplished the first Australian ascent of 5, and solo ascents of 6, of those mountains. 

He has a comprehensive background in corporate and outdoor training, military and multi-agency emergency services.

He holds a Bachelor of Social Science (Emergency Management) with Distinction, is the recipient of the Australian National Medal and is a regular speaker at charity events.

The Hon John Lloyd PSM B. Comm.

ABC Commissioner

The Hon. John Lloyd PSM is the Australian Building and Construction Commissioner. He was appointed to the position on 29 September 2005.

The key role of the Commissioner is to ensure that workplace relations laws are enforced in building and construction industry workplaces. The Commissioner’s powers are derived from the Building and Construction Industry Improvement Act 2005.

His Honour held an appointment as Senior Deputy President of the Australian Industrial Relations Commission from August 2004 to September 2005.

Much of Mr Lloyd’s career has been as a senior public servant in the workplace relations field. He has held the following positions over the last 10-15 years:

In his previous positions Mr Lloyd has had involvement with the building and construction industry. He played a central role in establishing the Cole Royal Commission and in advising the Howard Government about its response to the Cole Report. While working for the WA Government, the WA Building Taskforce reported to him.

Mr Lloyd is also on the board of Scope, a Victorian organisation providing services to people with cerebral palsy.

Rodney Turner

Rodney Turner is Professor of Project Management at the Lille School of Management, and at the Kemmy Business School of the University of Limerick.  He is also a Adjunct Professor at the University of Technology Sydney, Adjunct Professor at Educatis University, Zurich, and Visiting Professor at Henley Management College.  For the spring semester of 2007 he has been a visiting scholar at George Washington University.

He studied engineering at Auckland University and did his doctorate at Oxford University, where he was also for two years a post-doctoral research fellow.  He worked for six years for ICI as a mechanical engineer and project manager, on the design, construction and maintenance of heavy process plant, and for three years with Coopers and Lybrand as a management consultant.

Rodney Turner is the author or editor of thirteen books, including The Handbook of Project-based Management, the best selling book published by McGraw-Hill, and the Gower Handbook of Project Management.  He is editor of The International Journal of Project Management, (since May 1993), and has written articles for journals, conferences and magazines.  He lectures on and teaches project management world wide.

From 1991 to 2004, Professor Turner was a member of Council of the UK’s Association for Project Management, with two years as Treasurer and two as Chairman.  He is now a Vice-President.  From 1999 to 2002, he was President and then Chairman of the International Project Management Association, the global federation of national associations in project management, of which APM is the largest member.  He has also helped to establish the Benelux Region of the European Construction Institute as foundation Operations Director.  Rodney is director of several SMEs and a member of the Institute of Directors.  Professor Turner is also a Fellow of the Institution of Mechanical Engineers and of the Association for Project Management.

Miriam Baltuck

As Director, Canberra Deep Space Communication Complex, Dr. Miriam Baltuck is responsible for operations of the Australian facility used to track and communicate with all of NASA’s solar system exploration missions.

Miriam graduated in1976 from the University of Michigan (BS, High Honors). In 1982 she received her doctoral degree from the University of California San Diego’s Scripps Institution of Oceanography.  Graduate work included geologic field mapping, blue water oceanographi­c research cruises, laboratory geochemical analyses, and a year at the University of Paris as a visiting assistant professor.  Following post-doctoral studies with the Deep Sea Drilling Project, she became a Professor of Geology at Tulane University in New Orleans, Louisiana.

In 1986 Miriam joined the U.S. National Aeronautics and Space Administration (NASA) to manage NASA’s Solid Earth and Natural Hazards Branch.  While in this assignment she secured resources for 11 new flight projects including the Shuttle Radar Topography Mission (SRTM), considered the most universally useful Shuttle flight in NASA’s history.  She received the NASA Exceptional Achievement Medal for her work on SRTM.  Under her direction NASA Solid Earth and Natural Hazards developed more international cooperative partnerships than any other NASA program.  

In 1994 Dr. Baltuck was seconded to the White House Office of Science and Technology Policy to chair twenty-five federal agencies in the development of a National Earthquake Loss Reduction Strategy, which was forwarded for implementation to the US Federal Emergency Management Agency in 1995.

Miriam moved to Canberra in mid-1997 as the NASA Attaché at the US Embassy, Canberra.  Her duties included pursuit of cooperation in NASA Programs with Australia, Oceania, and Southeast Asia.  From September 2001 Dr. Baltuck pioneered a position in Australia as Science and Technology Advisor at the US Embassy, Canberra, assisting US organizations in developing cooperative activities in the Asia Pacific region. In April 2005 Dr. Baltuck joined the Australian National University as Director of University Advancement, a position created to support the university’s strategic development through external alliances.  In late 2005 the designation of Minor Planet Baltuck (5701) must have reminded Dr. Baltuck of her first love:  six months later Miriam returned to space science as Director of the Canberra Deep Space Communication Complex and NASA Operations, CSIRO Industrial Physics.

Miriam is married to Mr. Robert D. Lees and they have three sons aged 13, 15, and 17.  The family enjoys bicycling, reading, and swimming with the Moruya Junior Surf Life Savers.
